Colleagues . . .

If we really wanted to improve the reading and school performance
of all children, wouldn't we make sure that every school had a certified
media specialist and good print collection?

The fact is that many of the schools judged as "failures" under the
NCLB/ESEA law have neither, yet there is little funding available
to remedy this serious problem.  The more I look at the emphasis
of NCLB (aka Helter-Skelter) on testing, labelling and abandoning
schools with problems, the more concerned I become about the
future of public schools.

The best way to improve student learning results is to increase
the capacities of those schools by investing in the people, the
positions and the learning resources to turn those schools around.
Already we see a failure to fund the original NCLB proposals.

THE PROMISE sounded great. President Bush signed the law boldy called
''No Child Left Behind.'' Sadly, the president's 2004 budget asks for
an increase of only $1 billion - from $11 billion to $12 billion -
for Title I of the act, which helps support elementary and high
school education for the country's poorest children.

This is not nearly enough to give schools the resources they crave.
