ELEM: Title needed: Picture book about town/Coat/quilt?

 My assistant called with a request from a teacher (who claims we have the book
she wants, but neither of us can think of it)

Teacher says the picture book is about town who makes a man a coat. Teacher
claims
the book is yellow with a man on the cover. The book also may contain some
reference to quilts.  It is not "Charlie needs a cloak" or "Joseph a had a little
overcoat".

 Answer not needed after 3:30 pm, EST, Friday. (well, I'd like it for my own
knowledge). Thanks!
