I may have missed some of the discussion on this topic, but want to
acknowledge the importance of having a library at the place of origin.
All the information resources I've wanted for my DE courses haven't been
available free on-line, even with their libraries fine databases. And
unless the NJ site has access to an academic library elsewhere committed
to meeting their students' information needs, then I wouldn't recommend
the degree granting program.

The distance ed librarians at University of Wisc. Milwaukee perform
almost miracles in a very timely manner. In essence, they manage a
digital ILL for materials not available digitally to their students
on-line. They can "lend" the material for a limited time, with
copyright warnings, under a password protected file while following
copyright guidelines. It's a terrific service; one I wouldn't want to
be without while pursuing a graduate degree. It has made a difference
in the level of my course work.
