Tar: Scheduled Tech Classes`

The tech teacher in my school asked me to find out if many schools use technology 
class as a "special"/teacher prep period.  She is frustrated by the lack of the use 
of technology outside of the tech class and is trying to find out what other 
schools do in order to encourage teachers to utilize/integrate more technology in 
their everyday teaching.  She currently sees each class for a "technology/computer 
skills" class once each week and then has a "tech flex" class (collaborative) with 
each grade once a week.  She has found that generally the classroom teachers leave 
most of the "tech/flex" work up to her and are prtetty much just an extra set of 
hands and students don't ususally use their computer skills outside of computer 
class.  Any information would be helpful!  Thanks in advance!
