Summer reading

I need to know from all you fellow Librarians out there if:
You have a summer reading program
Is it mandatory
Are there assignments due at the beginning of the year, or is a signature
sufficient.
Where could I perhaps go for some articles about the validity of such a program

MAJOR BATTLE going on in my school district.
