I am not sure about other districts, but in my district our superintendent
is extremely fearful of litigation.  That alone makes our principals sit up
and listen when it comes to copyright, etc.  Perhaps if staff was presented
with examples of schools/staff that were caught and charged they might
listen more.  At the beginning of each year I go over copyright regulations
and tell the story (true, not an urban myth) of the teacher in a different
district who got nailed with a $10,000 fine for copying a workbook for her
class on the instructions of her principal.  The principal and district did
not get hit because it was the district policy to adhere to copyright laws.
So even though she was following the instructions of her principal, she was
the one who had to take the heat.  I have made huge signs to go beside the
photocopier and the videos so no one can say they didn't know.
