NYS Certification

Dear Phil,

I am not sure what the requirement is in the rest of the state, but within the NYC 
Board of Education a teacher can serve in an elementary school library position 
without the benefit of an LMS or NYS Certification in that area.  I served in one 
for four years while doing my LMS.

I have been trying to get a library position in a middle school or high school 
since obtaining my LMS and have found that while the requirement is supposed to be 
that you have a library license issued  by the city there are ways that some 
schools get around it.

My boss asked this question and I wasn't sure I had the right answer. Please
someone clear something up for me. Last I heard, the only school library
position that required a library Media specialist certificate in NYS was the
secondary library person. Is it true that elementary positions can be held by
non-certificate holding teachers (so long as the secondary person does)?
