TARGET:formula for management time

It's master contract time again and our negotiators have asked for a =
formula/fixed amount of minimum time that an elementary teacher-librarian =
on a fixed schedule needs to perform professional management tasks.  This =
issue has come up before on LM_NET, but I've yet to see any definitive =
plan.  If you have such a formula/ plan, would you please share it?  If =
not, perhaps our collective wisdom can develop such a formula/plan.
I would think that the "formula/plan" needs to consider:
=95 number of students/classes taught on fixed schedule
=95 the actual schedule (should 5-10 minutes between classes be considered =
management time?)
=95 amount of clerical support time available=20
=95 description of clerical versus professional tasks
=95 what else?
So what works?  One hour per day?  25% of contract time?  30%? =20
Note:  this time will be in addition to prep time.=20
