Staff Development for Handheld Computers

I'm working on a technology staff development paper for my LIS 585 class,
School Library Media Centers.  I've chosen handheld computers for my topic.
I would like to know if anyone has ever done a staff development program on
this topic, and if you have any ideas?  How long should it be?  When is the
best time?  Should it be mandatory or optional for teachers?   Is it best
to have all the teachers at once, or have the teachers from different
departments at different times?
