elem. movie license?

I caught part of the thread, including web addresses, but I am wondering how
many elementary schools have these "Umbrella " licenses, and how important it
is to have one.  I do not want to be penny smart and pound foolish, nor do I
want to be wasteful.
I would appreciate hearing from fellow LM_Netters in this regard.
