I just did a little digging:
The Petroleum Equipment Institute did a study on fires at gasoline pumps.
They do document fires starting from static electricity, which is a greater
danger. There is more on this at their site: http://www.pei.org/

They have not specifically targeted cell phones, however, they do suggest
and signs are posted at pumps that state that items that can cause
electrical discharges can be dangerous.
I think it falls on all of us to be careful whenever we are around anything
that is volatile.  Gas fumes can and do travel and can ignite easily.
Personally, I don't use my cell phone much in the car - it is distracting
and can be dangerous in other ways.

I don't think issue is simply that they want people to pay attention while
fueling -- the actual wording (I looked this morning as I was getting gas)
says Cell Phones, Pagers, and Personal Electronic Devices could cause an
electrical discharge which could be dangerous.

So I wonder, too -- if it's an urban legend, why did the gas companies buy
into it and have posted signs for people not to use them?
