I think the issue regarding teachers losing books relates to how responsible
you think teachers are being.  I have never charged my teachers for lost
books, because it has usually been one or two books lost on occasion, and I
felt that the teachers were doing their best and that the books were  "lost
in the cause of duty."  However, I did one year have a teacher who lost six
books, which I thought was totally irreponsible.  I did have a talk with
her, and then the staff at large.   I made it clear that, while I do not
generally charge for teacher lost books, this should not be interpreted as a
license to be irresponsible.  I announced that six books had been lost by
one teacher that year, although I did not name her.  I told the staff
exactly how much it would cost to replace those six books, ( the entire
staff was amazed at the figure) and stressed that if this continued to
happen, the Learning Center would have no choice but to start charging,
because we could not afford to be losing that much money to our teaching
staff each year.  It has never happened again, and I have had many teachers
come in very apologetically to tell me about their occasional lost books,
which was the point.  I expect teachers to be responsible, just like I
expect students to, but even then, some books are going to disappear.

fortunately, there are not that many who don't return them (only three or
four who have run up large bills).  We send out notices twice a year (at the
end of each semester), and follow up with personal contact.  It's a shame
that this is necessary at all--but most particularly in the case of a school
in a financially-depressed area.
