California only- state library money

I am a recent causality of the budget crisis in our state.  Both of the
credentialed librarian positions have been cut for next year. All of the
schools in the district will be staffed with classified next year. There
is no district librarian either.

I have been asked by my administrator to find out if it is necessary for
a district to have a credentialed librarian in the district in order to
receive the state library money.
