The general rule for fire code for a public library is 1 person per 100 square feet. That number can go up or down depending on placement of emergency exits and other factors. Our public library is 4,000 sq ft, so our fire capacity is 40. We often go over that number during children's program times. When we do, the city fire department requires that we call them and let them know. However, they are just several hundred feet away from the building. Schools are built with greater emphasis on safety than the average public building, so a school library's capacity may be greater than 1/100 ft. But probably not a whole lot greater.
