GEN: Media ownership

If folks will forgive one more intrusion, I managed to track down the FCC
Notice of Proposed Rulemaking that is at the heart of this issue.  It may
be seen at
http://www.sba.gov/advo/laws/comments/dfcc03_0408.pdf.  Strangely (or
perhaps not so strangely) I was unable to find it at the FCC site itself,
but instead could only indirectly track it down as posted at the Small
Business Administration's site, thanks to Google and some noodling around
in posted FCC documents.  In any event, those people who want to get to the
heart of the issue -- which traces back to the federal Telecommunications
Act of 1996 -- can do so in that heavily footnoted 68-page notice.  The
extensive documents that are posted prominently at the FCC site (for
example at http://www.fcc.gov/ownership/studies.html) are, as near as I can
tell, an integral part of the rule-making process as a whole.  The 18,000
public comments are also part of the record in the proceeding.
