Ken,
I would just like to add that the IRS, far better than the police or
libraries know how to levy fines.  Just ask Chuck Berry,
Jerry Lee Lewis or Redd Foxx .  We can then move to the EPA or OSHA.  Let's
not forget the credit card companies and banks for their "fees" for late
payments and overdrawn accounts.  I know what you are saying about penalties
or extended user fees, they are still a charge levied for noncompliance of
established rules.  It doesn't matter if you dress a pig in a tuxedo, he is
still a pig.  If it makes your clientele "feel better" to be assessed a fee
rather than paying a fine, that's OK.  The decision is up to you.  What
would George Orwell have to say about this?
