At our high school, it is school policy that students are not allowed to
take their semester or Final Exams until all obligations are cleared. This
includes library obligations. The principal announces this starting three
days before exams. Anyone who misses an exam for other than the most
serious reason automatically has their grade lowered one letter grade. I am
required to give the Dean of Students and the principal a list of any
student who still has outstanding books and/or charges three days before
exams and an update each day thereafter. Since I have sent out weekly
notices and posted signs outside the library about getting in all books and
paying all charges, and had an announcement made concerning overdoes and
charges due by a certain date ( usually three days before exams), I feel I
have done all I can. I do not publicize it, but I write off any charge under
50 cents.

I seldom have any problems with this. During the year I may have some with
really late books, but not at the end of the year. However, this year I
have one boy who has 5 books still out since February. Since he was barred
from using the library and the computers by the principal who caught him
using the computers to send inappropriate email, and because of his
offensive remarks to me both in the library and in the hall later, he feels
he is paying me back by not bringing in the books. He doesn't believe me
when I tell him he has to get the books in. Yesterday, when I saw him in
the hall, I reminded him. His answer - "I can't bring them in - you won't
let me in the library."

Well, he will get them in because the Dean of Students is on his case.
