SEC->Improving Reading Scores at 9th and 10th grade levels

Regardless whether or not we like it, many states are instituting
Reading and Mathematics exams that are required for graduation. In
Florida we have the FCAT. While our Math scores are improving, our
reading scores are stagnant. We are particularly having problems with
those who score the lowest on the exams.

We need to have proven ways to improve these reading scores that are
reproducible at our school. If you can point me to schools (maybe it is
yours) that have made significant improvements in reading please let me
know.

Also note, that we have a high number of non-native speakers of
English. Students who have been here a year and a day are required to
take the reading exam.
