AR Funding and State Allocated Monies

LM NET Group,
I'm interested to know how your AR programs are funded.  Is the library =
totally responsible for funding the program (by using activity fund =
profits from book fairs, student store, candy sales), do you get help =
from PTA, or do you have to use your state allocated money?  Our state =
standards say that software may be purchased with =
allocated/instructional funds (which by the way is $9/child in =
Oklahoma).  However, this can be very vague (and some principals like to =
read many things into that statement).  Accelerated Reader is not =
technically a library program software but more of a school wide reading =
program.  Lab software cannot be included in our purchases.  I love our =
AR program but have a difficult time spending so much on this program =
from state allocated funds when we're in desperate need of books.  When =
the program originated in my schools, the schools funded it totally =
through general school funds, not library money.  I usually spend about =
$500/yr. trying to buy new tests, but that is never enough to buy all =
the tests or do any upgrades.  We work very had for our book fair money =
and need to save it for emergencies (computer repairs, etc.) and =
supplies in general to help our facility keep running.  I'm interested =
in where your funding for the program comes from, especially people in =
Oklahoma (do you code you instructional money for AR software)? =20
