Cataloging Question

Hi All

We are trying to clean up some of the very messy
records in our circ system. (Athena/Sagebrush) The
previous librarian shelved "paperbacks" and permabound
type books seperately from the "real" books. So, in
our circ system the same book could show up twice. I'm
not even sure how to explain my question but I want to
know if different records should exist for the same
book if it has a different ISBN and if so why? We
currently have many books of which we have multiple
copies and when doing a search the results can be
confusing because some are showing up as the same
entry with multiple copies and some are showing up
many times with one copy of each. Which way is
correct?
Any thoughts?
