Iowa basic skills and rules

Good Morning,
Just wondering how other schools handle basic skills
Do you allow students to ask questions during the tests?
Do you read the tests to the poor readers (except reading comprehension of
course)
Do teachers explain questions if students do not understand-
What about scoring and reporting your scores?  do you report
special education students
I would appreciate any comments on basic skills and how your
school handles the tests
