Possibly because "FL" isn't an abbreviation. It's a code. The US Postal
Service uses state *codes.* Some of the codes are the same as the
abbreviations, such as NC, SC, ND, SD, but others aren't, as you point out.
"Fla." is still the abbreviation for Florida.
The one I find amusing is the abbreviation for Illinois, which is Ill. In
Arial font, which I'm using for this message, it looks like three upper
case i's or three l's.
