I got this today - I am sorry I left it off of the other HITS.

I am in your same situation. It's too pricey to buy multiple copies of
the books. What I do is make up a list of the books and hand the list
out to each child. After every story they are supposed to assign a
number between 1 and 5 to the book depending on how they liked the
illustrations. Then I collect the forms. I have a folder for each class
and I keep a copy of the list on the front and check off the titles we
have read. In Indiana you have to have read 12 of the 20 titles to
vote, so this also helps me track the number of books each student has
read. In April I put the books out and give them the lists they've been
filling out all year and they choose their favorite on the official
ballot. All this is time consuming (and my pencils are always
disappearing) but the kids beg for Young Hoosier books because they
LOVE getting to judge each title. I am only in my second year of this
(and I only do it with 1-3) but it has been a huge hit. Hope that
helps.
