2. Hope was here -- Bauer -- does a great job with
municipal elections
maybe more of an 8th grade book

The Kid Who Ran for President -- Gutman -- has
excellent instruction on
campaign requirements, elections, and even tackles
electoral college.

This one may be a stretch, but I think it would
work--Strawberry Autumn  -- Anne Schraff -- currently
published by PerfectionLearning.  This book is about
the civil rights movement and discussesnonviolent
civic action and consequences and obligations

3. Witness, by Karen Hesse deals with Civil rights in
New England.
