There is a game called US State Detective and another one called United
States Puzzle at http://www.funschool.com/index.html Just do a search for
them.
However, if you want to create your own, the concept is easy enough if you
can find someone who has a basic knowledge of Macromedia Flash and they
should be able to do it for you easily. (Even I can do it, and I didn't
even complete Flash 101!)
