TECH: Locking "Favorites" within IE and OS10.2.8

We have an extensive list of bookmarks that we use for research. We have
enabled multi-user accounts within OSX and to date have not been
successfully able to "lock-down" the Favorites items. Any suggestions or
considerations? We are thinking about posting all our links off our web page
to avoid this issue.
