First thing I would do is manage who comes to the library. I would institute
a system where students see you prior to the lunch periods to have passes
signed or whatever system you use. Otherwise, you are not a library you are
an annex to the cafeteria or a holding pen for students with nowhere to go.
I don't have that problem as our lunch periods are only 21 min long so I
only get maybe 2-3 students who want library. I usually limit our Learning
Activity Period to between 25-40 students. I really can't work with more
than that succesfully as I am a staff of one. All need to have their agenda
books signed by me before noon of the day they wish to come --- exceptions
are made for emergencies and if there is room.

I was in one school about 30 years ago that allowed students to come from
study hall - with permission of the teacher - and each study hall was
limited to 10 students. It never worked well. Some study halls had more than
10 who wish to come to the library while others had only 1 or 2 but the 10
students (established by the principal) was firm. I lasted one month with
that rule, handed in my resignation stating that I was not a monitor I was a
librarian. The principle asked me for a better system and I developed the
one I mentioned above. Hope this helps.
