There is an excellent and very interesting article "Has Turnitin.com got it all wrapped up?" by John Royce in the April 2003 edition of Teacher Librarian (Http://www.teacherlibrarian.com) about the efficacy of these services, which you might like to read before spending your dollars. He raises some very good points throughout, and one sector called Does it matter gives food for thought. Personally, I think we still need to keep on keeping on with educating staff to set assignments that cannot be answered through copy-and-paste.
