I charge late fees for overdue books, but this year I started something new. Students have a four week checkout for books and materials. After that time they get a 3 day grace period, then it is 10 cents/day for late materials. When the kids check their books in, I tell them the late fee amount and then if they are willing to pay the fine that day, I will cut it in half. ($1.00 becomes 50 cents) I don't collect as much but the kids seem more willing to do this and I am not hunting kids down at the end of the year to get late fees paid. I also am in the situation where I don't get a large budget, and so fines help buy books.
