We don't charge fines in my district for elementary kids. We do call parents and/or
send letters about long overdue or damaged books, though. However, we do charge
fines for junior and senior high. It's only 5 cents a day, with a one day grace
period, but it adds up and I have some petty cash for incidental supplies.

We also have a vendor called The Book Man who sets up displays in the teacher's
lounges on campus. He leaves them for a couple of weeks and teachers buy. I get
free books based on the amount sold, but sometimes I use fine money to buy some of
his books for the library.
