[LM_NET] TAR: elementary limiting number of books checked out

Hello,
  A colleague is having difficulty.
The administration would like to limit the number of books checked out
by elementary students.
They have no logical reason.
I would love to go in tomorrow and give her as much research that I can
that supports
elementary students checking out as much as they would like.
(The students are not abusing it. They actually are excited by reading!)
Any information that you can provide would be greatly appreciated!
