I have had several "blue light specials" in the past. I forgave all fines,
but students with past fines would have to actually come to me and ask to
have the fine forgiven. It worked great for a couple of times. I don't do it
anymore, however, as too many students got wise and began holding on to
their books until the next blue light special.

When you have an Amnesty Week for fines -- that is, when you give students
the opportunity to bring in overdue books without having to pay any fines --
what do you do about OLD fines?  Do you forgive them too?  Do they remain?
Do you give students a discount?
