[LM_NET] damaged books

Hello,
I have been getting more and more damaged books returned to the library.
We currently have a policy that students must pay for all materials that
are damaged beyond repair.  Does anyone have a policy regarding payment
for materials that are damaged, but still can be used?  Any suggestions?
