SEC: inquiry curriculum

I have a special education teacher who is designing curriculum for lower
level students. His idea is to create a course which focuses on the
basic skills of reading, writing and math and to use forensics, or a CSI
like format, to engage students. He is calling this an inquiry
curriculum.  Do any of you have curriculum along these lines that he
could look at for help in designing his course?
