Many thanks to all who helped!  I got many great responses and am in the
process of looking for the material to make my costume.  I also received
many requests to post a hit, so here it is.

Wal-Mart has dragonfly fabric.  Yellow background colorful dragonflies.

For dragonfly material, check out the local quilt shop.  That novelty
print is very popular for children's quilt now and if they don't have
it
will know how to get it.  Good luck.

I recently dressed as Lotta Scales.  I bought a simple yellow dress
from
the Goodwill store and used a large butterfly stamp from the painting
section at Wallmart to stamp on butterflies.  I made a simple stuffed
tail out of green fabric and stitched it to the back of the dress.  I
bought a $5 Lady Godiva wig and wound it up into a beehive hairdo.  I
used oversized green sunglasses and glued on posterboard cut into the
shape of her glasses, added some beads and glitter for fun.  Good luck!

I just made my own dress.  I did the Miss Lotty side with butterflies.
For
either side, just purchase yellow fabric (I bought mine at WalMart).
Sew the
dress,  add white lace (another WalMart purchase) around the neck and
sleeves.  Then stamp your designs.  That way you don't end up with an
inappropriately placed design!!!  To stamp I used a firm foam "chunky"
stamp
(from WalMart) and acrylic paint with a textile medium (also from
WalMart).
I used freezer paper, waxy or plastic side up under the top layer of
fabric.
  I mixed my paint and textile medium together, then painted the stamp
with
the mixture.  I used a blue and a purple.  I put it on the stamp with a
small paintbrush, like from a child's watercolor set.  Then stamp
carefully
(do a few test stamps).  Then repaint, Stamp etc.  When one side was
done I
let it dry a couple of hours.  Then remove the freezer paper and heat
set
the paint with an iron.  Flip the dress over and repeat the process on
the
other side.  WalMart also had a dragonfly stamp I think.  I now need to
stamp my butterfly on white felt, cut it out and add a beaded string to
each
side for a necklace.  I made the tale from plain green fabric and just
made
an elastic circle to go around my waist under the dress.  I did need to
wear
a slip (no Princess Di here) so that the green of the tale wouldn't
show
through the dress.
It was great fun.  I need to get a picture posted on my website for all
to
see.

You might try the Upstart catalog.  I doubt they have a costume, but I
know
they have a library dragon storytelling rug, and other dragon items, so
you
might find something useful there.

I made a costume and wore it last week for the schools.  The tail is
detachable and I plan to wear it every so often to keep them wondering.
I
went to our local fabric store and looked around.  The kids would say
things
like, "That looks like her dress," so it was close enough.  I attached
a
picture.  It was fun but was old for me by the end of the week.  This
week I
had lots of questions about where the costume was.  I also have some
Kindergarteners that call me Library Dragon and have no idea of my
name.

A thought about the dress for library dragon  - get a yellow dress or
fabric, a dragonfly rubber stamp, and stamp your own.  You could use a
permanent ink and heat set it, or use fabric paint.
