Have you heard of Chela Education Financing?

A friend of mine who is teaching at a two-year vocational college had a
student approach him about a scholarship opportunity offered by this group.
He forwarded the info to me to ask me if I thought this was a
legitimate/reputable organization.  So far, everything I've read about them
seems fine.  But since they are California-based and seem to be a
long-standing organization, I thought I'd ask those of you in California.
