Target: International copyright question

A friend of mine has started teaching in the United Arab Emirates and =
sent me the following message:

Say, as a librarian, could you give me (or point me in the direction of) =
a simplified version of just what the international copyright law says?  =
The amount of copying from texts here has really surprised me, but I =
want to know exactly what is and is not acceptable before I make any =
noises.

If anyone could send me some info on this or on copyright law in the =
UAE, I would really appreciate it.  TIA
