I have been putting books with call numbers that have numerals rather than
letters before the letter "A" but only because that is the ordinary computer
collating sequence.  It's also sorted that way by my automated catalog.

I have, by the way, seen the NAME of the numeral (in your case, "Thirteen")
treated as if it were the start of the title.  This doesn't make as much
sense to me.

There must be a rule somewhere, but I am myself not going to lose much sleep
over it.  The catalog and the shelf "match" and that's good enough for me,
and useful for my patrons.
