Perhaps making up an invoice to be sent home and having the principal
sign it would help? We don't allow children to take their report cards
home until they have returned or paid for all borrowed materials, and we
also add the cost of missing items to the end-of-the-year bill for
tuition, along with a handling fee of $1.00 per item. Families with
accounts in arrears cannot re-enroll their children until things are
straightened out, but that won't work for public school kids.
Another idea - make students work off the fine amount or book cost by
staying after school and doing work for so much an hour. Parents who have
to make alternate arrangements to get their kids home may be more
inclined to look for books and return them.
