I think you have to consider staffing.  Most school libraries out in
the Western states are lucky to have ONE librarian and one clerk, even
in schools with more than 3000 students.   These people (me included)
are barely keeping their noses above water to serve all the students
and teachers, collaborate, teach, administer, order, etc for the
library.  Add to that textbook duty and you add that last straw to
break the camel's back.
My very large school district just converted to Destiny which includes
Textbook Manager.  We librarians are NOT touching it, other than to
teach the teachers how to use it.   Our district coordinator is trying
to convince the upper level decision and budget makers to fund a
textbook clerk at each school, who, when things are slow in the
textbook world, would work in the library.  We have our fingers
crossed.  But we aren't doin' the textbooks!  We consider it to be
clerical job, not a professional one.
