I took a quick look and it looks as if the whole site is being reorganized. There are two approaches to look for the pages. One is to go to google and see if the new links are indexed. Or, go to the main page <http://www.richmond.k12.va.us/> and under "At a glance" at the bottom of the page, click on the website map. Then you start clicking on various links, trying to think like the designers. It is very possible that they just haven't gotten to the Language Arts section yet, or it is so big, that it is taking a long time.
