[LM_NET] Gen: RE National Technology Standards

I looked at the standards and what I found most interesting was the
action step asking us to consider innovative budgeting. Someone needs to
take the responsibility of funding the type of education they want
American students to receive. Innovative budgeting is all that is left
to us, and not only for technology.  We don't have to consider anything,
we're doing it.
