The absolute best book in the world about valentines, hearts, and
friendship is a book called One Zillion Valentines by Frank Modell.
It's exactly what you described your friend needed.

Good Day,
I have a patron who works with preschoolers at a deaf school who needs
age appropriate titles of books about Valentines and/or hearts,
friendship. She says that books with a lot of rhyming aren't necessarily
the best for this group, but she needs something with simple text and
great illustrations. Any ideas you have are greatly appreciated.
