We couldn't do that here in New York State as it would be against the
State's confidentiality law. I either email the student or send the student
a sealed notice.

I am in a Middle School, and we print a copy of all over-dues, to post on
the wall in various locations, each morning. Students who have over-dues
that are over a week old are sent a daily notice requiring them to come to
the library for lunch detention each day until the book is returned or paid
for. If they pay for a book, then find it at a later date, we return their
money.
This was the procedure that was in place when I came here two years ago, and
it seems to be working. We had no outstanding books at the end of the year
last year, and our circulation has not slowed down at all.

I send them out the first school day of each week. Sometimes books
actually come back as a result of my efforts. We don't charge fines, so
students don't feel any obligation to return materials in a timely fashion.
