I checked their web site and you do not get to choose the titles, they
put together the packages and you don't know what you'll receive until
it arrives. If there is an unacceptable book in the group you have to
send the entire collection back.

The replies that I received:

The consensus of the group has been that the books are all paperback and
you end up paying a LOT for postage. It's a money maker for them, not a
real foundation. - Waco, TX

I have ordered books for grades K-3. We give them away during Read
Across America. They are not outstanding books . . . . I figure a 65
cent book is better than nothing. The kindergarten level books are
short read alouds. - Colfax, WI

I was not overly impressed with the books. - Pleasanton, NE

I ordered books from Literacy Empowerment several years ago.
I got several... duplicate titles. The books were alright...to put it
briefly I haven't ordered since. - No state listed
