I have students who are preparing a presentation for History Day competition. They will be using photos from government sites and giving credit and citing appropriately. These presentations will not be posted on the web. My understanding of fair use tells me that such educational use of these photos is fine. However, a person from our DOE told a participating teacher that they were not. I know there are some real experts out there--please advise. Thank you.
