It seems to me that this might already be covered under general 
liability coverage. Few people deliberately set out to do harm to 
others, but sooner or later we all seem to manage to do just that. We 
therefore purchase insurance to protect our assets against that one 
mistake. Having insurance doesn't encourage wrong-doing, Rather, it 
protects our assets should we make a wrong decision somewhere along the 
way. Does having car insurance cause people to drive recklessly? My 
homeowner's policy will pay to replace my house and belongings if a 
tornado relocates everything to the next county. Does that encourage a 
tornado to attack my house? Hardly.

I'm guessing that this discussion will somehow end up being discussed by 
some insurance company, and sooner or later one of those companies will 
figure out how to offer such coverage in a way that will make them some 
money. Perhaps when an attorney who works for XYZ Insurance Company 
shows up in the superintendent's office and says that if the District 
wants to keep insurance coverage in force illegal copying MUST be 
stopped our coworkers who want us to (illegally) copy all sorts of 
things will finally pay attention. Until then, about all we can do is 
point out what the law says, and report cases where teachers or schools 
were caught.
