I'm taking Advanced School Law and my prof said that since in most 
states public schools are technically owned by the state, if the state 
takes any federal money the schools must follow the federal laws. Since 
all states take federal highway money that means that we all have to 
follow federal laws, regardless of whether an individual school gets any 
federal money. Sad, isn't it.
