Dear LM_NET:

Our elementary librarian has a dilemma:
She has each class for thirty minutes. During that time she spends some time
on a library skill and some time checking out books.
There are a number of students in each class who have overdue books. She
does not allow them to check out another one.
The dilemma:
What to do with the students who cannot check out?
She had been letting those students sit and look at the kindergarten
paperbacks until she noticed that 3-4 books disappeared with each class. 
The teachers complain that the students should be reading an AR book while
they wait.
If you have a similar problem, how do you handle it?
