[LM_NET] weeding question 2

Hi,

I forgot to ask if board approval before removing items from the library or 
district in general is a state law.

An administrator at my school district here in New Jersey said that 
everything must be approved by the board before it leaves the district. It 
is not just because the board says so, it is state law.

Is she making this up?

Where can I find this law?
